Agrupamentos de corpos de bombeiros, do presente ao futuro. Análise da sua constituição ao nível municipal e supra municipal
| Resumo: | Nowadays, the Legal Framework of Firefighters Humanitarian Associations and Firemen Brigades, foresee the establishment of Fire Brigades clusters, to promote the common management of its relief activities. Until the present time there is, at an embryonic stage, two clusters located in the municipality of Espinho and Mafra. The aim of this work is to analyse the current reality and possible contributions to the formation of Associative and Municipal Fire Brigades clusters, in order to develop a better organized, comprehensive and effective, emergency cycle management. So, in this sense and based on credible scenarios were constructed a set of questions whose answers allow us to assess the operational and logistical capacity of Fire Brigades individually or clustered. We identified areas of comparative study in the municipalities of Cascais, Mafra and Santarém. We also analysed the European realities, particularly in Spain and France. The inductive and deductive method was the research methodology used. In conclusion, it appears that the variable "population", "response time" and "cost (€) of operation", associated with "municipal risk" planning should be the decision variables leading to a classification of fire brigades, in order to capitalize the relief structures within each municipality and the municipal level above. In the future, given that the current legislative state of art and operational management not streamlines, or encourages the formation of clusters, is concluded that it is necessary the fire brigades classification reformulation, as well as the operational management at the regions and intermunicipal communities levels. |
