PLANO SUPRAMUNICIPAL DE EMERGÊNCIA DE PROTEÇÃO CIVIL DA ILHA TERCEIRA – CONTRIBUTO PARA O PLANO REGIONAL DE EMERGÊNCIA DE PROTEÇÃO CIVIL
| Summary: | Since the settlement of the archipelago, there are many accounts of natural phenomena that define the history of the Azores. The unpredictability of such events and their destructive character has led, over the years, to the loss of human life and enormous material losses. In recent years, several strategies have been developed for mitigating the risk and their effects on the archipelago; however, there is a gap in the emergency planning structure at the different levels of the civil protection system of the Autonomous Region of the Azores (ARA), namely to the regional legal body the adaptation of national legislation related to emergency planning, in particular the civil protection emergency plans. These plans are the essential support instrument in the definition of relief actions for populations, were the standards are registered, procedures and resources. Regarding the Municipal Civil Emergency Plans (MCEP), the ARA has equipped the planning instruments required by law, nevertheless the geographical discontinuity require a strategy of complementarity between municipalities, thus between PMEPC. This complementarity needs to be organized in the form of an emergency plan for civil protection of the island, ie a special and supramunicipal plan, so that the civil protection agents and resources are organized and coordinated by a structure designated “Civil Protection Island Commission”, a commanded by the island civil protection delegate, a juridical elements present in the basic law of the SRPCBA. This organizational model proposal aims to contribute to the Regional Civil Protection Emergency Plan, however a SWOT analy must be made |
