DIMENSÃO DOS CUSTOS DE MANUTENÇÃO RELATIVOS A SISTEMAS E EQUIPAMENTOS DE SCIESegurança Contra Incêndios em Edifícios

Summary:The need to better understand the maintenance of Fire Safety in Buildings (SCIE) and the importance of the building's maintenance management has led to the development of this research work. In this research, several subjects were addressed relating to the Legal Framework for Fire Safety in Buildings (RJSCIE), Technical Regulations of Fire Safety in Buildings (RTSCIE), the mandatory and non–mandatory standards as well as the good practices of the maintenance of SCIE in other countries and the maintenance associated costs of the SCIE. The application of the SCIE legislation, mainly the mandatory, was the starting point for the case studies. A simplified methodology based on the Cost of Life Cycle (LCC) was designed as it was necessary to make a focus on SCIE maintenance costs. During the buildings' life cycle, there are numerous cost associated. The analysis, focused on the maintenance costs of the building as well as the fire safety maintenance costs and its systems and equipment, was conducted on the basis of the historical costs of the building's maintenance. Taking into account the difficulty in obtaining fire safety maintenance costs, the research methodology for the case study was applied to an administrative building called Victória, located at Avenida da Liberdade in Lisbon and Miraflores. We concluded that there are gaps in the legislation and mandatory norms that are applicable to the SCIE and to their maintenance, mainly in the non-encompassed systems and equipment and/or the non-specification of maintenance requisites. SCIE spent values were found to be relatively low compared with the maintenance budget of the buildings. The strategic framework of SCIE and a correct knowledge of the maintenance costs of each SE can also measure the effective applicability of the RJSCIE and RTSCIE.
