A Importância da Capacitação do Capital Humano nas Futuras Autarquias Locais Angolana

Summary:This paper aims to analyse the impact of training in relation to the competencies for the exercise of the function, and in the development of local authorities in Angola, considering the maximization of human capital in the organizational context, aiming to achieve the goals set by them. However, continuous training should be seen as a primary instrument for the development of the competencies required to perform the function, aiming to meet the requirements associated with public administration to adjust the function to the management responsibilities. The present work will address professional training in relation to the municipalities that will be implemented in Angola, considering the process of municipal decentralization, which began in 2001 and lasts until today. The study was carried out using a qualitative methodology, applying a semistructured interview to a sample of 5 trainees, all working in municipalities (1 municipal administrator and the others, local government employees). The results showed that there is a great motivation for training, which is an added value for the development of competences and the improvement of the performance of all the managers, even though the focus of the training is on upper management, and that there is no real attention for all the training needs, namely at all hierarchical levels. We conclude that continuing vocational training should be seen as a primary instrument for developing the competencies needed to perform the job, aiming to fill the gaps detected by the different administrations to adjust the job to the management responsibilities.
