Da reclamação à participação, um caminho para a co-gestão: elaboração de uma proposta de Guia do Cidadão da Freguesia

Resumo:The subject of the research project of this dissertation are the practices of inter-relationship between citizens and elected, with origin in the community organized around the parish church to the administrative figure of parish council, the need to defend the population and its representation. However, this representation, although legitimized by vote, has been questioned by the lack of citizenship practices and participation in local government, compromising the parish council mission to serve and defend the local population, being appropriate to consider other processes that result in a more suitable local service. The first objective of the thesis is to demonstrate the importance of co-management (participative management) as a way to interact with the top management (parish council) with the bases (citizens) to greater satisfaction of local needs and cost reduction (focus on majority requests). Co-management grows from an inclusive parish council, one that ensures the participation of all age and economic groups, people with limitations, different races, cultures and nationalities meeting common solutions, being a possible way to strengthen citizenship in municipal administration. Through the assumption that is the ignorance and dissatisfaction of citizens towards the practices of a parish council, which causes detachment and complaint, a second purpose is to transform the negative idea into an act of positive citizenship, as an indicator of the real needs and a tool for continuous improvement. Attributing the due framework to the complaint, it is possible to begin the process of influencing the citizen to participation and co-responsibility for the choices in the parish council. He needs to feel his real importance in managing his territory. With the presentation of a model of “Parish Citizen’s Guide” as the ultimate goal of the dissertation, it is intended to contribute to an objective and transparent clarification of the functioning of a parish council, explaining and encouraging the communication and interaction with citizens.
