| Resumo: | The technical and legal basis for the creation and operationalization of the safety plan has evolved from concerns regarding fire safety in buildings. Perhaps because of this, in Portugal, the legal provisions are almost completely oriented towards this type of risk over others, also grave and likely to occur. The aim of this study is to analyze the technical and legal foundations of the internal security plan of a specific entity, namely, the internal security plan of the Military Academy Barracks in Amadora, Lisbon (a Portuguese military establishment, which can confer educational qualifications equivalent to a university). It was not the intention of this work to elaborate a new security plan, but rather to analyze the existing one. Secondary objectives are to contribute to the expansion of knowledge on this issue and seek to provide a synthetic legislative tool to make the legal interpretation easier, so it is more feasible in the future to rethink the institution’s security plan with a view to its improvement. The methodology used was the qualitative, descriptive, analytical and intrinsic case study, using documentary analysis. Once reached the framed goals, the improvement of the studied entity’s security plan is suggested as a future proposal, using this work as a starting point. This improvement should go beyond legal requirements, to meet the real needs of ensuring the management of different risks. |
