Sistema de gestão de operações - contributos para o município da Amadora

Resumo:Whereas municipalities are the basis of the national civil protection system, it is precisely at this level that should focus the most effort of organization and development of actions to mitigate and reduce the impacts of disasters. Considering the risks of the municipality of Amadora and its special features, where about 61% of its area is occupied by urban solid and has a high population density with approximately 7,363 inhabitants per km2, coordination between entities involved in operations becomes challenging before the response to a major accident or disaster. The Portuguese civil protection authority has initiated efforts for the development and improvement of an Incident Management System, developed with the aim of establishing an operational organization, adaptable to a wide range of emergencies and applicable to all actors and entities involved in operations protection and relief. It is assumed as the starting question for this research work, "Considering the risks of the municipality of Amadora, the current Incident Management System (SGO) suited to the reality of this city?". In order to understand how to implement the system and how to articulate the committed actors and entities in operations , this study has a descriptive and exploratory character based on a qualitative approach , which are carried out semi -structured interviews aimed at representing the municipality individuals with order to understand the operation of the SGO in emergency situations . The results confirm that the municipality of Amadora includes a set of risk minimization strategies where the population has a major role in the city's resilience. The SGO has legal and practical applicability to manage all kinds of accidents and serious or disasters, however is very directed to the operations of protection and relief where the commander of operations belongs to the Fire Brigade command structure, legally conditioning the command of other agents on hedging transactions and help their technical and legally assigned.
